The International Joint Commission (IJC) is a bi-national organization established in 1909 to help prevent and resolve disputes related to the use of the Great Lakes.  The IJC involves representatives from all the Great Lakes in the U.S. and Canada. In particular, it rules on application for projects affecting boundary or trans-boundary waters and may regulate the operation of these projects; it assists the two countries in the protection of the trans-boundary environment, including the implementation of the Great Lakes Water Quality Agreement and the improvement of trans-boundary air quality; and it alerts the governments to emerging issues along the boundary that may give rise to bilateral disputes.

Information is provided on various economic assistance and grant programs best suited to small communities. Further, ideas are presented on incorporating volunteer efforts and nonprofit organizations into local economic enhancement programs. Examples of small town success offer adaptable models for local action.
